## Key takeaways

IBCC equivalence is the certificate Pakistan's Inter Boards Coordination Commission issues to convert O Level or IGCSE results into SSC (Matric) marks and A Level results into HSSC (Intermediate) marks, out of 1100. You apply on the IBCC equivalence portal with your certificates, CNIC or B-Form and fee receipt.

- Students who sat exams from Pakistan need eight O Levels, including English, Mathematics, Urdu, Islamiyat and Pakistan Studies.
- IBCC converts grades to fixed marks: A = 85, B = 75, C = 65, D = 55, E = 45; A* is above 90, set per subject and session.
- HSSC equivalence combines your O Level and A Level subjects, so O Level grades still count.
- A Statement of Results is valid for six months; downloaded results are not accepted.
- IBCC states processing takes 15 to 20 working days; apply well before admission deadlines.

## What is IBCC equivalence and why do O and A Level students need it?

IBCC equivalence is a certificate from Pakistan's Inter Boards Coordination Commission (IBCC) that converts O Level, IGCSE or A Level results into the Pakistani equivalent: SSC (Matric) for O Level and HSSC (Intermediate) for A Level, with marks out of 1100. Pakistani colleges, universities and employers use it to compare Cambridge or Edexcel students with local board students.

IBCC is the national coordinating body for secondary and higher secondary education in Pakistan, working under the Ministry of Federal Education and Professional Training. It was first set up in 1972 as the Inter Boards Committee of Chairmen and was reconstituted under the IBCC Act in 2023. Its headquarters are in Islamabad, with regional offices in Lahore, Bahawalpur, Karachi, Quetta and Peshawar.

The reason equivalence exists is simple. Local boards award marks; Cambridge and Pearson award grades. When a Pakistani admissions office ranks applicants by marks, it needs a common scale. IBCC's equivalence certificate provides that scale, along with a study group (such as Pre-Medical or Pre-Engineering) that confirms which local programmes the student is eligible for.

## Who needs an IBCC equivalence certificate?

Any student with O Level, IGCSE, GCSE or A Level results who wants to continue education or apply for work in Pakistan generally needs IBCC equivalence. IBCC states that equivalence is necessary for admission to local schools, colleges and universities, and for employment. Students moving from O Level to FSc or FA also need SSC equivalence first.

Typical cases include:

- A student who finishes O Levels and wants to join a local college for FSc or FA. IBCC confirms that a student who has completed O Levels can pursue FSc or FA after obtaining SSC equivalence.
- An A Level student applying to Pakistani universities, engineering programmes or medical and dental colleges, where admissions compare applicants using marks.
- A Pakistani family returning from the Gulf, the UK or elsewhere with IGCSE or A Level results.
- A graduate applying for a job that asks for SSC or HSSC equivalent qualifications.

If you are preparing for medical college entry, read our page on [MDCAT preparation](https://heightsacademyedu.com/test-prep/mdcat) alongside this guide, as equivalence and entry-test planning usually happen in the same year.

## Which O Level and A Level subjects does IBCC require?

IBCC requires eight O Level (or IGCSE/GCSE) subjects for SSC equivalence if you sat exams from Pakistan: English, Mathematics, Urdu, Islamiyat and Pakistan Studies plus three electives, each with at least grade E. Students who sat exams abroad need five: English, Mathematics and three electives. A Level (HSSC) equivalence needs three A Level subjects matching the chosen group.

### SSC (Matric) group requirements

According to IBCC's rules for British qualifications, the SSC Science group requires Physics, Chemistry and one of Biology, Computer Science, IT or ICT, in addition to the compulsory subjects. Biology is mandatory for students who intend to study medicine. Students who do not meet the science requirements are placed in the Arts group.

### HSSC (Intermediate) group requirements

| HSSC group | Required A Level subjects (minimum grade E) | O Level science electives expected |
| --- | --- | --- |
| Pre-Medical | Physics, Chemistry, Biology | Physics, Chemistry, Biology |
| Pre-Engineering | Physics, Chemistry, Mathematics | Physics, Chemistry, Biology or Computer |
| Computer Science (General) | Physics, Computer, Mathematics | Physics, Chemistry, Biology or Computer |
| Humanities | Any three academic subjects | Any three electives |

The table shows the requirements for students who sat their exams from Pakistan; students who sat abroad need five O Level subjects (English, Mathematics and three electives) instead of eight. SSC equivalence (or a local SSC) is a prerequisite for HSSC equivalence, and the SSC Science group is required for the Pre-Medical, Pre-Engineering and Computer Science groups.

### Exemptions and special cases

- Foreign and dual nationals are exempt from Urdu, Islamiyat and Pakistan Studies, and their nationality is mentioned on the certificate.
- Pakistani students who study abroad are also exempt from those three subjects. However, a student who takes O Level abroad and A Level in Pakistan (or the other way round) must pass Urdu, Islamiyat and Pakistan Studies at O Level.
- Non-Muslim students may study Ethics in place of Islamiyat.
- Students who completed O Levels before 2006 needed seven subjects, as Mathematics was not then compulsory.

> **Plan your O Level subjects with IBCC in mind:** Missing one compulsory subject is the most common reason an equivalence application stalls. If you are choosing O Level or IGCSE subjects now, check the list against IBCC's rules before you register, especially if you might want a Pre-Medical route later.

## How does IBCC convert O and A Level grades into marks?

IBCC converts each GCSE, IGCSE, O Level or A Level grade into fixed Pakistani marks out of 100: A is 85, B is 75, C is 65, D is 55 and E is 45. Grades F and G are not accepted. Since 2021, an A\* is worth above 90, with the exact value set per subject and session.

The official conversion tables published by IBCC are summarised below.

| Letter grade | Pakistani marks | 9–1 grade | Pakistani marks |
| --- | --- | --- | --- |
| A\* | Above 90 (subject-wise, set per session) | 9 | Above 90 (subject-wise, set per session) |
| A | 85 | 8 | 87 |
| B | 75 | 7 | 82 |
| C | 65 | 6 | 77 |
| D | 55 | 5 | 70 |
| E | 45 | 4 | 60 |
| F | Not applicable | 3 | 50 |
| G | Not applicable | 2 | 40 |
| Not applicable | Not applicable | 1 | Not applicable |

### Subject-wise A\* marks for the 2026 session

IBCC publishes A\* values separately for O Level and A Level for each session. For the 2026 session, the published values are:

| Subject | O Level A\* (2026) | A Level A\* (2026) |
| --- | --- | --- |
| Physics | 94 | 95 |
| Chemistry | 94 | 94 |
| Biology | 94 | 94 |
| Mathematics | 94 | 94 |
| Computer Studies | 94 | 93 |
| English | 93 | Not applicable |
| Urdu | 93 | Not applicable |
| Islamiyat | 94 | Not applicable |
| Pakistan Studies | 94 | Not applicable |
| Other elective subjects | 94 | 94 |

IBCC explains that equivalence is calculated session by session, so two students with the same A\* in different sessions can receive different marks. Always use the table for the session in which you actually sat the exam.

## How do you calculate your SSC and HSSC equivalent marks?

To estimate IBCC equivalent marks, convert each grade to Pakistani marks, add them up, divide by the maximum possible (100 per subject) and multiply by 1100. For HSSC, IBCC combines your O Level subjects with your three A Level subjects; with eight O Levels and three A Levels, the maximum is exactly 1100.

### Worked example: SSC equivalence

Consider a hypothetical student who sat eight O Levels from Pakistan and achieved three As, three Bs and two Cs.

- Three As: 3 × 85 = 255
- Three Bs: 3 × 75 = 225
- Two Cs: 2 × 65 = 130
- Total: 610 out of 800

SSC equivalent marks: (610 ÷ 800) × 1100 = about 839 out of 1100.

### Worked example: HSSC equivalence

Suppose the same student then achieves B, B and C in three A Level subjects. Those convert to 75 + 75 + 65 = 215. Adding the O Level total gives 610 + 215 = 825 out of 1100 (eight O Levels plus three A Levels makes eleven subjects, so the maximum is already 1100). For a student who sat exams abroad, with five O Levels and three A Levels, the total is out of 800 and is scaled to 1100 in the same way.

These examples use only the fixed A to E values so the arithmetic is easy to follow. If you have A\* grades, use IBCC's subject-wise A\* value for your session. You can also enter your grades in our free [IBCC equivalence calculator](https://heightsacademyedu.com/resources/ibcc-equivalence-calculator) for a quick estimate. It is an unofficial tool: the figure on your IBCC certificate is the only official result.

> **Every grade counts towards HSSC:** Because your HSSC equivalent includes your O Level grades, a weak O Level result follows you into university and medical college admissions. Strong A Level grades help, but they cannot fully replace a low O Level total.

## What documents do you need for IBCC equivalence?

For O and A Level equivalence, IBCC asks for the original GCE O and A Level certificates with attested photocopies, a copy of the student's CNIC, B-Form or birth certificate, a copy of a parent's or guardian's CNIC, and the fee payment receipt. Students who studied abroad also need passport copies with visas covering the study period.

IBCC's application form for British qualifications (form E-2) lists the following requirements:

- Fee payment receipt.
- A passport-size colour photograph pasted on the application form.
- Original O and A Level certificates and two sets of attested photocopies (back to back) of each certificate, plus an attested copy of any earlier equivalence.
- A copy of the candidate's CNIC, Smart Card, B-Form or birth certificate.
- A copy of the CNIC of a parent, guardian or the person submitting the application.
- For study abroad: a passport copy endorsed with visas for the country concerned, covering the study period.
- For A Level equivalence: a copy of the O Level equivalence certificate issued by IBCC, with the original O Level certificates.

### Rules that catch students out

- A Statement of Results is valid for a maximum of six months. After that, the original certificate is required. Provisional equivalence can be issued on the basis of a Statement of Results.
- A downloaded result is not acceptable, even if attested by the school.
- If the exam session is more than five years old, the certificates must be verified by the British Council.
- The name and date of birth must match on all certificates and on the CNIC or passport.
- Certificates with plastic coating are not accepted.
- If you hold a local SSC with A Levels, the SSC must be verified by the relevant Pakistani board before you apply.

## How do you apply for IBCC equivalence online?

Apply for IBCC equivalence through the IBCC equivalence portal at equivalence.ibcc.edu.pk. Register, log in, complete the online form, upload your certificates and CNIC copy, pay the fee, choose how to submit your documents (walk-in appointment, courier or online), and then track progress from your dashboard. 2. Complete the application form with your personal details and the qualifications you want assessed (SSC, HSSC or both).
3. Upload scans of your educational certificates and CNIC copy.
4. Choose a submission mode. IBCC offers a walk-in appointment at one of its centres (Islamabad, Lahore, Karachi, Bahawalpur, Quetta or Peshawar), submission by courier (for example Pakistan Post, Leopard, M&P or TCS), or online submission.
5. Pay the fee through 1Bill using a mobile banking app, Easypaisa or JazzCash, or at United Bank Limited using the challan or PSID.
6. Attend your appointment or dispatch your documents, if your chosen mode requires it.
7. Track your application on the portal dashboard and respond quickly to any deficiency letter.

If documents are missing after you submit, IBCC says you can send them in person, by courier or through its portal, quoting your application reference number.

## How long does IBCC equivalence take and how much does it cost?

IBCC states that an equivalence certificate takes 15 to 20 working days to process completely. At the time of writing, IBCC lists the fee for foreign qualifications such as O and A Levels as Rs. 6,000 per certificate, with an urgent service for O and A Levels at Rs. 12,000 each. Fees can change, so confirm on ibcc.edu.pk.

A few further points from IBCC's published information:

- The urgent service is available only for O and A Level cases, not for other foreign or local qualifications.
- Form E-2 lists a fee of USD 100 per certificate for students applying from overseas.
- Fees are non-refundable.
- IBCC can verify Cambridge International certificates online for the past five years, which speeds up proper (final) certificates for recent candidates.

### Provisional or proper certificate?

A provisional equivalence is a temporary certificate issued while final verification is pending, often on the basis of a Statement of Results. A proper (final) certificate is issued once all documents are verified. If an admission deadline arrives before your original Cambridge certificates, you can apply for provisional equivalence first and then apply for the proper certificate later, attaching the provisional letter and your original certificates.

## What are the most common IBCC equivalence mistakes?

The most common IBCC equivalence mistakes are missing a compulsory O Level subject, applying with an expired Statement of Results, submitting downloaded results, using mismatched names or dates of birth across documents, and leaving the application until admission deadlines are close. Each can delay a certificate by weeks, so check every requirement before you submit.

### A quick checklist before you apply

- Count your subjects: eight O Levels (from Pakistan) or five (from abroad), with the right compulsory subjects and group electives.
- Check every grade is E or above, since F and G are not accepted.
- Confirm the session date on your Statement of Results is within six months, or have your original certificates ready.
- Match your name and date of birth across certificates, CNIC or B-Form and passport.
- Prepare two sets of attested photocopies.
- Apply early, ideally as soon as results are out, rather than in the week of an admission deadline.
